PKFZ is scandal but why still have some companies go there to invest?

PKFZ as build up area is not the scandal.
PKFZ as a project by Port Klang Authority. From conceptualising, approval, sales and purchase of the land, development which cause the mega cost-overruns is the scandal.

my company bought a piece of land over there, we are planning to build a plant very soon, but still waiting for SSIC approval on the 10years tax exemption. Does anyone know this SSIC is under federal government control or state government control?

The main reason my company bought that land is because of 10years tax exemption, but it has been 3-4 yrs we yet to get the approval, probably due to what reason?
